Karel Kovanda, former Czech ambassador to the United Nations and former President of the UN Security Council denies the fax from Brig. Gen. Roméo Dallaire warning of the impending Rwandan genocide was "shared with the
Security Council." UN Secretary General Boutros Boutros-Ghali has said the opposite, that the fax actually had been shared with the Council. It is confirmed that the United States and France had the fax and they are permanent members of the Council. So here we are - 20 years after the massacre, and UN actors are still trying to deny responsibility by parsing definitions of "the Council."
