Note
On October 18, 2023, the United States vetoed the resolution, which obtained 12 votes in favor (Albania, Brazil, China, Ecuador, France, Gabon, Ghana, Japan, Malta, Mozambique, Switzerland, United Arab Emirates), 1 against (United States), and 2 abstentions (Russian Federation, United Kingdom). The Security Council also rejected two proposed Russian amendments, which both failed to obtain the required 9 votes in favor.
