UN Special Rapporteur on the Promotion and Protection of Human Rights and Fundamental Freedoms while Countering Terrorism - the name itself places protecting human rights opposite countering terrorism - said at the UN Human Rights Council that terrorists and their sympathizers and protoges are in dire need of immediate "confidence-building initiatives...and persuading Islamic civil society in these regions that the West was genuinely committed to upholding the rule of the law and respecting human rights." According to Rapporteur Emmerson, "It would take time for Western democracies to restore the confidence that was shattered among Muslim communities by the Central Intelligence Agency..."
