Note
This "non-paper" is the result of nearly a year's worth of discussion on the agenda and annual program of work of the Human Rights Council. Proposed agenda items that still require "more negotiation" are "human rights situations that require the Council's attention" and the "Human rights situation in Palestine and other occupied Arab territories" which includes the "Right to self-determination of the Palestinian people." No other group of people is singled out by name.
