The Secretary General introduced a "Plan of Action to Prevent Violent Extremism" in January 2016. The General Assembly took up the plan on February 12, 2016. The contribution of the United Arab Emirates (UAE) was to claim "foreign occupation" - the UN short form for Israel - is responsible for terrorism. In its words:
"The Plan of Action needs to address other factors that propel extremism, most notably foreign occupation and 'State terrorism.'"
