UN "Expert" says both terrorism and states defending against terrorism "of concern"

At a meeting of the UN's committee dedicated to human rights issues held on October 21, 2016, the UN's new expert on extrajudicial, summary, or arbitrary executions (known as a "Special Rapporteur"), Agnes Callamard, reported on the conclusions of her predecessor, Christoph Heyns. In her words:

"The outgoing Special Rapporteur's key recommendations include:...

That the impact of terrorism on the right to life remains a concern: on the one hand because of over-reaction by States, but on the other hand because terrorists themselves pose serious threats to the right to life. "
